    清代，县城有私办“养济院”1处，有土房数10间，收养孤贫者60余人。另有私立“普济堂”1处，拥有义田400亩，以粗谷资助贫民数十人。
    民国时期，县政府曾在县城举办贫民工厂、平民工厂，招收贫家子弟数十人，前者开办2年后“原本亏尽，因之停办”，后者开办4年余。新中国成立后，党和人民政府重视社会福利事业，取得了良好社会效果。
