    1925年(民国14年)，刘用宾、王冠三等人于县城西街组织世界红字会禹城分会，内设防灾部、救济部、慈业部等，每年春种牛痘，夏施茶水，冬施粥、衣等。1929年(民国18年)，民国县政府曾组建赈务分会。
    建国后，救济救灾工作是各级党政部门的重要工作之一。平时由民政部门具体办理，遇有大灾之年，县委、县府成立救灾指挥部，率领人民战胜困难，生产渡荒。
