    清代，禹城县设县衙。有知县1人，总理县政。历史上本县共有81个知县任职，均为外县人士。除知县外，另有县丞、主簿、典史、驿丞、教谕、训导、千总各1人。办事机构设三班(皂班、捕班、壮班)六房(吏房、户房、礼房、兵房、刑房、工房)，分理诸项事务。1644年(清顺治元年)设营汛，1905年(光绪三十一年)裁撤，始创办巡警局。1911年(宣统三年)改巡警局为警察局。
