    抗日战争时期,禹城县委组织各界建立联合抗日团体。1938年8月建“抗日动员委员会”,主任聂华民,组织部长李长瑞。1939年12月并入中共齐禹县委。1942年10月建“各界抗日救国会联合会”,主任聂家仁(又名王家仁),该会下设农救会、青救会、妇救会等,1943年7月改称“抗日联合会”，1944年1月合并到中共齐禹县委，主任张明村,副主任聂家仁。
