    解放前，乐陵的社会福利，只有绅、商、宗教团体办的“慈善”事业，如“养济院”、“普济堂”及“朱寨子施医院”。在当时社会条件下，虽起一定作用，但受益者同时蒙受封建迷信和奴化教育。辛亥革命后的“平民工厂”、“平民医院”以及北伐后县政府曾计划举办的“公益”事业，并未付诸实施。解放后，党和人民政府着手举办社会福利事业，安置城镇无业乞讨人员，帮助各区成立医药合作组织，组织联村“慰劳会”，为赤贫农民募集和发放救济粮、款、越冬棉衣等。建国后，随着国民经济的发展，举办了多种形式的社会福利事业。
