    清末，刑案由知县亲自审理。缉捕、狱囚之事，由下属刑房典史掌管。
    民国初年，县设帮审员。后设法院，以主管司法。1931年（民国20年），法院增设审判官。1932年撤销法院，改为承审处，将审判官改为承审员。抗日战争爆发前夕，取消承审制，设司法科。配科长1名，科员2名。
    日、伪时期，1940年，在县伪警察局设司法股。1943年，又在伪县公署设置承审处。
