    抗日战争时期，处于战时环境，公安机构在农村打游击。监押犯人，均借用民房，派专人看管。1944年，公安局机关进城后，曾在文庙的廊房中设监狱两间。1947年，设专门监狱10余间、60年代曾进行过调整、增修。1982年，在城西北郊新建监狱1处。
    监所对羁押的人犯，保证其人格不受污辱。不打骂，不逼供，犯人享受国家规定的生活标准。
