    1955年至1956年，在对私营工、商业的改造过程中，为方便群众，有计划地在集镇和农村设立了少量由个人经营的日用小百货、手工修理、夫妻小店等。1958年，又有一部分组织起来。1962年，通过贯彻“调整、巩固、充实、提高”的方针，恢复了一些个体商业，但为数不多。“文化大革命”期间，个体商业被取缔，只有少量修理、服务行业保留下来。
    党的十一届三中全会后，提倡发展个体商业、服务业等，提出国营、集体、个体一齐上。按照“加强领导，搞活经济，大力扶持，积极发展”的方针，重新组织发展了个体商业，经营范围逐步扩大。1981年，各类个体商业户1,418户，1,852人。1984年，达到3,577户，6,022人。扩大了商品流通，活跃了市场，方便了群众。
