    民国时期，德县县政府设建设科管理城区建设。德州解放后，市民主政府于1946年设建设科，1958年改为城市建设局，按照城市总体规划，对城市建设、市政设施、市容市貌等实施统一管理。1984年6月市城建局撤销，改设城乡建设环境保护委员会。1985年后，城市建设走综合治理、综合开发的路子，大力发展房地产事业，城市建设管理水平有了明显提高。1990年，德州市在山东省组织的“齐鲁杯”三上（城市规划、建设、管理上水平）活动中，荣获齐鲁杯。
