    德州有史可查的政区变迁是自明洪武年间开始的编户定里，至成化年间规定为34里，沿至清初。乾隆三十六年改为6乡34保。宣统元年划为9区，沿至民国。解放后，政区变化频繁。现全市共辖5个街道办事处、7个乡、96个城市居民委员会、164个村民委员会。
