    德州解放前，国势衰弱，战乱频繁，城市建设多不配套。
    建国后，人民政府按照城市总体规划，全面实施了道路、桥梁、照明、供排水、公共交通、园林绿化等基础设施建设和住宅、公共建筑、厂房等房屋建设。至1990年，德州市已形成以原城区为中心，铁东、铁西两大区域，东方红路、湖滨路等17条主要干道纵横交错，政治、经贸、文化、科技、卫生、教育、公共交通、通讯、供排水、园林绿化等设施配套的新城市。
