    解放前，国民政府没有留下任何城市规划资料。解放后，民主政府忙于安抚市民、支援前线，无暇顾及城市建设。建国初期，城市建设主要进行与人民生计有关的修补。1956年城市社会主义改造完成后，各行业得到迅速发展，城区规模不断扩大，市政府开始制定系统完整的城市建设总体规划。
