    明清时期，州城各种体裁的文学作品相继问世，戏曲演唱、民间文艺活动日趋活跃。民国时期，城区相继建立“民众教育馆”、“通俗讲习所”、“通俗图书馆”及“德光剧院”等文娱场所。
    德州解放后，文化管理机构逐步建立，新建了一批文化娱乐场所及专业和业余文艺团体。1989年，市文化馆被评为“山东省先进文化馆”，影剧院被评为“山东省先进演出场所”，人民电影院多次被评为省、地先进放映单位。
