    1957年10月，德州市人民法院设立公证室，1959年撤销。1981年7月，德州市公证处成立，公证服务领域逐步扩大，公证事项由初期的6项逐渐发展为40余项。1987年后，德州市公证处积极为企业改革提供法律服务，为全市企业的租赁和承包合同办理了公证。1981～1990年，德州市公证处共办理各类公证3514件，其中民事公证803件，经济合同公证2551件，涉外及港澳台公证事项160件。通过涉外公证，当事人得以继承国外遗产11.2万美元。
