    1956年6月，德州市成立法律顾问处，配律师4人，1959年撤销。1981年7月，德州市法律顾问处重新恢复，配律师3人。此后，律师业务全面开展。至1990年，市法律顾问处先后参与刑事案件辩护602件，民事案件代理558件，代写法律事务文书1350件，解答法律咨询15174人次；辩护律师也由3人发展到21人。
