    早在抗日战争时期，中共德县地方组织 即在民间开展了组建民兵组织的活动。德州解放时，城乡已普遍建立了自卫团。建国后，随着国防现代化的建设，民兵工作也有了较大发展。到1990年，全市民兵兵种已由单一步兵发展到有地炮、高炮、高机、通信、侦察、工兵、防化等多种专业技术兵种。民兵组织在维护社会安定、搞好社会主义物质文明和精神文明建设中，发挥了重要的生力军作用。
