    自然资源，是一个地域固有的宝贵财富。土地、水（地上水、地下水）、动植物、矿产，以及害虫天敌等等，均属自然资源。德州市有丰富的自然资源，经千百年的开发利用，有的已出现萎缩，如土地，人均可利用面积逐年减少，地上水匮乏，地下水骤降。这都是不容忽视的现象。
