    1950年4月，市人民政府民政科设人事股，负责日常人事工作。1952年3月改设人事科。1962年，人事科改称人事监察科，负责全市人事和行政监察工作。至1966年，各项人事制度相继建立，人事工作的职责范围、工作内容基本确定。“文化大革命”开始后，人事制度被废止。1968年6月市革命委员会成立后，人事工作由市革委政治部组织组负责。1977年5月建立市人事局，1988年析设监察局，人事管理职能进一步健全。
