    1952年，市政府设劳动科，统一管理劳动力就业安置及调配工作。1958年，劳动科改为劳动局。1968年，市劳动局撤销，劳动管理由市革委生产指挥部计统组负责，1972年恢复。
    1978年后广开就业门路，进行用工制度和工资制度改革，建立职工社会保险和待业保险制度，实行退休金社会统筹，促进了社会的稳定和社会生产力的发展。
