    清朝末期，德州州署总揽地方行政、司法权力。民国初期，军阀混战，政权更迭频繁。日军侵占德州后，日伪政权对人民实行野蛮统治，致使生灵涂炭。
    德州解放后，建立了人民政府，1954年开始实行人民代表大会制度。人民政权代表人民的根本利益，发展生产，安置就业，扶贫救灾，维护安定，社会空前清明，人民安居乐业。
