    建国后，德州市的审计监督工作分别由财政、税务、银行等部门结合各自业务进行。1984年成立市审计局。次年起重点企事业单位及行政主管部门相继建立内部审计机构。1989年成立市审计事务所，开始形成以政府审计为主导、内部审计为基础、社会审计为补充的审计体系。至1990年，市审计局审计监督业务有效益审计、责任审计、离任审计、基建审计、金融审计及审计调查、鉴证等。
