    1954年5月，市政府成立统计计划科， 1958年改为市计划委员会。至1990年36年间，计划管理体制曾多次改革，由1978年前的统一计划、统一调配单一计划形式，转换为现在的统一计划、分级管理，并按所有制和产品重要程度不同，采取不同的计划管理形式，有计划、按比例地发展了德州市的国民经济和各项社会事业。
