    德州解放前，由于社会经济以封建私有制为主体，政府对经济管理的介入基本限于通过商会就工商企业登记、捐税等方面进行间接控制。
    解放后，人民政府从发展经济、提高人民生活水平出发，对全市经济管理在内容和形式上直接性增强。1978年后，随着社会主义市场经济的逐步建立和法制建设的逐步加强，政府经济管理逐步纳入法制化轨道，经济管理职能达到前所未有的水平。
