    解放前，境内食品加工业以个体手工作坊为主，生产规模很小。
    解放后，人民政府相继建成德州卷烟厂、德州市面粉厂、德州市榨油厂、德州市糕点糖果厂、德州酒厂、德州市酿造厂、德州市食品公司、德州肉联厂等国营骨干企业，食品加工步入机械化大生产阶段。1978年后，乡村街食品加工业发展迅速。至1990年，全市乡及乡以上食品加工企业共有34处，年完成工业总产值17417万元，实现利税6478万元，分别占全市工业总产值和利税总额的10.8%和30.8%。
