    建国前，历代对河流疏浚不利，境内河流连年决溢。黄河近临县境，祸患尤为严重，一遇大雨，非溢即涝，漂没房屋，淹没庄稼，人民流离失所。据《邹平县志》记 载：水涝灾害在清代出现30年，民国时期 出现9年。建国后36年出现16年，尤以 1964年涝灾为巨，年降雨量高达1053毫米，全县受灾面积85万亩，水围村庄41个，平地积水，逾月不息，秋粮无收，成为历史上百年未遇的特大涝灾。
