    县公证处1980年12月建立。1981年4月开始办理国内公证业务，工作人员2人。1982年又调入2人，设主任、副主任。1981年办理公证27件。随着农村经济体制改革，承包合同公证越来越多。县公证处以经济合同公证为重点，积极为经济建设服务，坚持出门办证，提髙办证质量。1982年10月《中国法制报》发表了《邹平县公证处积极开展业务活动效果好》的文章。公证业务大大增多。1984年下半年开始在各行业中发展公证联络员20人，1985年公证联络员介绍公证业务856件。1984-1985年，每年办理公证1800件左右。
