    集中开展第二代残疾人证换发。 根据中国残联《关于制发第二代中华人民共和国残疾人证的通
知》精神和省、市残联的有关要求，自2009年4月下旬，对全县残疾人统一换发第二代《中华人民共
和国残疾人证》。此次换证对残疾人实行全免费。同时搞好残疾人状况调查，为建立残疾人人口基础
数据库做好摸底工作。
