    为表彰先进，推动工作，1997年2月对四届一次会议以来评选出的优秀提案、先
进提案承办单位及先进提案工作者进行表彰。以后，每年（1998、2003年换届年除外）
都评选出上一年度优秀政协委员、优秀提案及先进提案承办单位，并在全委会上进行
表彰，以调动政协委员参政议政的积极性，提高提案质量和办理水平，促进提案落实。
