    就业培训按照“先培训，后就业”的方针，自1988年起对待业人员实行就业培训
制度。培训考试合格后颁发《就业许可证》，凭证介绍就业。1991年，劳动服务公司
就业训练中心购置相应的教学设备。1988～1997年共培训待业人员2537人。
    特种作业人员培训1988年开始对特种作业人员如电工、焊工等坚持每年举办脱产
培训班， 1988～1997年共举办培训班10期，培训特种作业人员404人，颁发特种作业
人员操作证，实行持证上岗。
