    1988年12月，县科委申报地级科技开发计划项目《冬枣综合技术研究与开发》。
1989年5月18日，惠民地区科委、惠民地区财政局以(89) 惠科字第19号，(89)惠财字
第13号文件批准下达。这是第一个地级沾化冬枣研究项目。县科委立即组织实施。
