    县境域濒渤海，地势平坦，潮流内侵远，遇大风潮往往淹没农田，危害人民生命
财产。 1840～1987年的148年间共发生潮灾14次。有时连年发生大风潮。如1938～19
40年连续3年大海潮， 尤以1938年最凶，淹没海拔3.75米的区域，潮水侵至富国，数
日方退，大量农田盐化，沿海居民被淹死者甚多。
