    建国前，由于封建土地制度和小农经济的束缚，农民根本无法进行农田水利建设。
建国后，社会主义集体经济为农田水利建设奠定下基础。近40年来，国家投入大量财
力物力，全县人民付出巨大而艰辛的劳动，连续大规模地进行农田水利工程建设，使
旱、涝、碱得到有效治理，农业生产条件有了根本性改善。到1987年，共完成农田水
利建设土方31950.07万立方米， 工日7737.87万个，疏挖大中型河沟15条，小型排水
沟426条，治理涝洼地60多万亩，灌溉面积达40万亩。
