    沾阳棣边区县政府1944年5月由渤海区行署决定建立沾阳棣边区县抗日民主政府，
驻南、北集一带村庄，下辖秦东区、秦西区、河北区和新三区(盐务区)；机构设置有
民政科、财粮科、工商科、司法科、公安局、教育科6个职能部门。贾乾瑞任县长(未
到职)，耿同麟(吴英民)任副县长。1945年9月奉命撤销。
    海防办事处1942年1月， 为维护海上交通安全，加强清河、冀鲁边区的联系和搞
好通商贸易，在郭家局子建立海防办事处。张应举(常国兴)兼任主任，杜震东任副主
任。1946年春撤销。
    沾利滨办事处1943年1月，在沾(化) 南、利(津)西、滨(县)北地区建立沾利滨办
事处，李杰任办事处主任。1944年8月，沾利滨三边办事处撤销。
