    1942年1月沾化县第一次临时人民代表会议选举产生沾化县抗日民主政府(行政委
员会)，石清玉当选为县长。1944年9月，石清玉离职，由张涛代理县长。
    抗日民主政府下设民政科、财政科、粮食科、土地局、教育科、武装科等工作部
门。1943年增设工商局、建设科、公安局、战时邮局；土地局改称农林局。
    1944年又增设司法科，合并财政科、粮食科为财粮科。
