    1989年4月《行政诉讼法》颁布前，行政案件由民事审判庭审理。1989年5月县人
民法院成立行政审判庭。行政审判坚持以事实为依据，以法律为准绳，保护公民、法
人和其他组织的合法权益，维护行政机关依法行使职权。至1990年共审结不服行政处
罚决定的案件26件。
