    1911年（清宣统三年）
    境域改6乡为6区，即城关区、徙义区、钦明区、益寿区、崇德区、新化区。
    是年，县议事会、参事会成立。立宪自治筹备处撤销。议事会有各区推举议员21
人组成，议长褚尚恺，自治委员姚士堰、赵德容。参事会为议事会的常务机构，议事
会休会期间代行其职权。各区同时成立议事会、董事会。
