    阳信、惠民两县民工共同修筑沙河河堤，堤高3尺，宽1丈。是年，大雨成灾，雾
宿洼一带受灾尤为严重。 知县焦维林不体察民情，强令征收赋税，激怒灾民600余人
闯进县衙砸烂“六柜”（征税机构），迫使知县减征赋税，贩济难民。
