    1958年11月，惠民县科学技术委员会(简称县科委) 成立。1962年撤销。1964年2
月， 复设县科委，“文化大革命”期间解体。1972年设立县科学技术办公室，配备3
人。 1978年恢复县科委建制，列县革委编制序列。1981年1月，县科委列县政府编制
序列。
    1985年4月，全县21个乡镇均配备了科技助理，并成立了乡镇科委组织。
