    1859年(清咸丰九年)，县内建育婴堂一所。堂址在旧县治所(今县人武部南)，有
房舍30余间。1903年(清光绪二十九年)，育婴堂停办。
    1919年， 育德女校附设幼稚园，招收八岁以下女童30名，1名女教师管理，每日
授课时间限于四小时以内。其宗旨是：保育教导儿童，专在发育其身体，渐启其心智。
保育的主要方式有游戏、歌谣、谈话和手工制作。1936年停办。
    抗日战争时期， 日伪政府在惠民城设幼稚园1处，园址在今惠民镇医院处。有儿
童20余人，教师1人。1945年日军投降前夕停办。
