    1933年6月， 南京国民政府颁布兵役法，实行征兵制。规定以“三丁抽一、五丁
抽二” 的比列征兵，分常备兵役和国民兵役两种，常备兵役又分现役、正役、续役3
种。 现役3年，在营；正役六年，不在营，由现役期满者转充；正役期满再充续役，
到年满40岁为止。凡年满18～45岁的壮丁一律服国民兵役。征兵程序分家庭调查、身
体检查、抽签、征集等，抽中者即为应征对象。一些富户或贿赂官吏使其子弟免役，
或出钱雇人代为服役。地方官吏也借机敲诈勒索，贪脏枉法，甚至强行抓兵。
