    1922年10月，中华民国红十字会山东省惠民分会成立，委任会长、副会长、理事
长、 议长、副议长各1人，有职员63人。在卫生救护及救灾救济方面做过不少有益工
作。1981年9月建立惠民县红十字会，设会长、副会长、秘书长各1人，逐步发展会员。
是年，接收县实验学校为会员单位，部分师生入会。1983年，该校会员代表在省红十
字会青岛会议上作典型经验介绍。1984年，惠民镇48个村开展义务献血活动，献血者
逾千人。 1985年，县红十字会人员调整，有会长、副会长、秘书长各1人，副秘书长
兼办公室主任1人，常务理事11人，理事21人，计有会员1194人。
