    按着市武装部民兵组织建设发展规划，在企事业单位，按民兵人数多少，单独编组或几个单位联片编组的原则，合理编制民兵连或排班，对退伍军人符合预备役条件的，做到随到随编，利用整组工作，选配好民兵干部，通过调整，民兵干部平均年龄在38岁以下，民兵连长中退伍军人占80%，党员占60%，为民兵建设工作开展打下良好的基础。
