    1991一1997年，在防洪保安全的前提下大力开展综合经营活动。滨州市河务局始终把综合经营创收作为一项重点工作来抓，先后开发了15个经营项目，从一定程度上减轻了治黄压力。目前，直接从事综合经营的职工已发展到180人，占职工总人数的54%，培养了一批懂经营、会管理的专业人才。累计开发淤区土地1426亩，收粮食43万公斤，蔬菜瓜果42.716万公斤，出栏生猪2623头，鸡36750只，羊135只，增加了职工收入，提高了职工的生活水平。
