    清末，鸦片烟（俗称大烟）传入滨州境内。州城、蒲台城、北镇等地均设有烟馆。吸毒成瘾者大都倾家荡产，危害社会。官府曾设禁烟机构，对吸毒者实行登记、侦捕、关押、罚款，甚而枪毙，仍禁而不绝。民国时期又盛行吸白面、打吗啡。日伪占领时期，吸毒公开合法，为害愈烈。1945年滨境解放后方彻底禁绝。
