    民国前，公房维修由官府编制计划、预算，维修资金多从税收、附捐中抽集部分拨给用房单位，由单位自行负责修缮，规模较大的工程，官府派员负责修缮管理。
    民国初期，县政府设立议事会，对需要维修的公房和工程项目由政府或议事会组成人员先行查看后，编制预算，筹集资金，安排工匠维修。私房则由房主自建、自管、自修。
    1996年以前，公房维修，一般工程由产权单位自行负责。规模较大的工程项目，县人民政府组织专人负责维修管理。资金来源由国家拨款或产权单位自筹。私房修缮则由房主负责。
