                                                      初步调整国民经济




    针对“大跃进”和人民公社化运动造成的严峻形势，党中央及时调整政策，纠正错误，于1960年11月发出《关于农村人民公社当前政策问题的紧急指示信》（简称《农业十二条》）。1961年1月，中共八届九中全会提出“调整、巩固、充实、提高”的八字方针，正式决定对国民经济实行调整。五莲县委在中央、省、地委的领导下，带领全县人民开始对全县国民经济进行调整。
