                                                第一章农村经济体制改革




    1978年至1983年，全县农村土地由集体经营转变为土地承包到户；1984年至1997年，实行第二轮土地延包，30年不变。依法赋予了农民长期而有保障的土地承包经营权，有力地调动了农民投资农业的积极性，成为推动农村经济发展的强大动力。
