       1999年，经区境内年总降水量316.5毫米，为历年平均降水量的44%，是有气象记录以来的最少年份，持续干旱使人畜饮水十分困难。
       2000年，经区境内年总降水量460.2毫米，为历年平均降水量的64%，由于降水持续不足，境内水库的库容量达到历史最低值，给工业及人民生活用水带来较大困难，实行定时定量用水。
