    1992年5月， 为弥补威海市地方铁路建设资金之不足，威海市人民政府批转了中
国人民银行威海市分行等五部门制定的《威海市地方铁路建设债券发行办法》。6月1
日起，在威海市党政群机关、乡镇以上企事业单位、外地驻威单位的干部、工人和个
体工商户中发行地方铁路建设债券。此为乳山县内首次发行地方债券。债券面值为50
元和100元两种，年息为6％，不计复息。本息采取分期偿还办法，从1997年6月1日起，
用抽签对号方式，按3:3:4的比例3年内还清。全县共发行地方铁路建设债券620万元。
