    1950年发行。募集对象主要是城镇工商业者及农村的殷实富户。募集及还本付息
均以实物(小麦、小米等)折实计算。折实单位名曰“分”，每分以大米6斤、面粉1.5
斤、 白布4尺、煤炭16斤按时价折款发售或偿还。年息5厘，每年抽签还本一次，5年
还清。全县共发行人民胜利公债1955万元(旧人民币)。
